Upper Bavaria Germany

Upper Bavaria is one of the seven administrative districts of Bavaria, Germany. The duchy of Upper Bavaria was first created with the First Bavarian partition in 1255 under Duke Louis II, though its territory did not match the current boundaries. After the reunification of Bavaria in 1340, the region was divided again in 1349, and in 1392 the duchies of Bavaria-Munich and Bavaria-Ingolstadt were formed within Upper Bavaria. In 1505, Bavaria was permanently reunited. For administrative purposes, Bavaria was then divided into Rentämter (financial-administrative districts). Upper Bavaria comprised the Rentamt Munich and the Rentamt Burghausen. After the founding of the Kingdom of Bavaria, the state was completely reorganized and, in 1808, divided into 15 administrative districts (Regierungsbezirke), called Kreise in Bavaria. These districts were modeled on the French départements, roughly equal in size and population, and named after their main rivers. In the following years, due to territorial changes (such as the loss of Tyrol and the addition of the Palatinate), the number of districts was reduced to eight. One of these was the Isarkreis (Isar District). In 1837, King Ludwig I of Bavaria renamed the Kreise after historical regions and tribes, also adjusting some borders. As a result, the Isarkreis was renamed Upper Bavaria. Unlike the earlier Rentamt units, which were purely administrative, the newly created districts served as predecessors of modern regional self-government, forming a political and administrative link between the Bavarian state and local authorities.
